This study aims to analyze the implementation of Sharia-based human resource management (HRM) in the Sumberdawesari Village Government, Pasuruan Regency. Given that human resources are a key element in achieving organizational goals, the application of Sharia principles in their management is essential, particularly in public institutions that serve the community. This research employs a qualitative approach with a descriptive method. Primary data were obtained through in-depth interviews with village officials, direct observation, and documentation, while secondary data were derived from relevant literature reviews. Data analysis was conducted using the Miles and Huberman model, encompassing data reduction, data presentation, and conclusion drawing. The findings reveal that the implementation of Sharia-based HRM in the Sumberdawesari Village Government has been relatively effective. This is reflected in three main aspects: first, the application of Islamic values in public services, which includes the implementation of the 5S principles (salam, senyum, sapa, sopan, santun), the obligation for female employees to wear headscarves, and the enforcement of principles of justice, honesty, responsibility, transparency, and trustworthiness (amanah). Second, the recruitment process prioritizes local villagers with age requirements ranging from a minimum of 20 years to a maximum of 42 years and a minimum educational qualification of senior high school or equivalent, without gender discrimination. Third, the implementation of regular employee training and competency development, as well as a fair compensation system commensurate with job responsibilities. This study concludes that Sharia-based HRM at the village government level not only contributes to improving the quality of public services but also strengthens religious and ethical values within the village bureaucracy.
